1311-24     Bond Ordinance providing an appropriation of $1,793,100 for various Capital Improvements for and by the City of Wildwood in the County of Cape May, New Jersey and, authorizing the issuance of $1,707,500 Bonds or Notes of the City for financing part of the appropriation (INTRODUCTION/FIRST READING)

4.       RESOLUTIONS:

A.       Authorizing advertisement of bid for Bennett Avenue Street End Improvements & FY2024 NJDCA Small Cities – ADA Beach Access Ramp to be published in the December 18, 2024 edition of the Cape May County Herald with bids being received on Tuesday, January 14, 2024 at 10:00am

B.       Authorizing waiver of Special Event Fees for 2024 Jaycees Christmas Parade

C.       Authorizing waiver of Special Event Fees for 2024 TJ Hunt Memorial Turkey Trot

D.       Authorizing Wildwood Lifeguard Pension Commission Payments (various)

E.       Exercising option to extend for one-year Shared Services Agreement with the City of North Wildwood for Municipal Tax Assessor for a term beginning January 1, 2025 and terminating on December 31, 2025

F.       Authorizing interest rate and grace period for 2025 Tax and Sewer Collection

G.       Authorizing cancellation of Tax delinquencies of less than $10.00 during the calendar year of 2024 in accordance with NJSA 40A:5-17.1

H.       Authorizing the amendment of any purchase orders and/or contracts between the City of Wildwood and Van Note-Harvey (Pennoni Associates)

I.       Authorizing Transfers between Budget Appropriations

J.       Authorizing Memorandum of Understanding between the City of Wildwood and the Wildwood Boardwalk Special Improvement District Management Corporation (WSID)for supplemental trash and recycling pick-up for Boardwalk businesses for 2025 ($75,000.00)

K.       Approving contract with DeBlasio & Associates for professional engineering services for the FY2025 NJDOT Local Transportation Project Fund Program – Reconstruction of New York Avenue – Maple Avenue to 26th Avenue in the amount not to exceed $40,000.00

L.       Approving a Five (5) Year Agreement between the City of Wildwood and BCMF, LLC to conduct the Barefoot Country Music Festival (2026-2030)

M.       Authorizing Triad Associates to prepare and submit a FEMA Assistance to Firefighters Grant (AFG) Application for the purchase of a High-Water Rescue Vehicle, in the amount not to exceed $3,850.00

N.       Authorizing the submission of a grant application and execute a grant contract with the NJDCA for the Removal of Architectural Barriers to Accessibility at East Rio Grande Avenue and the Boardwalk

O.       Adopting Grant Management Plan, FY2025 Small Cities Programs, for the Removal of Architectural Barriers to accessibility at East Rio Grande Avenue and the Boardwalk

P.       Adopting the Citizen Participation Plan, FY2025 Small Cities Programs, for the Removal of Architectural Barriers to Accessibility at East Rio Grande Avenue and the Boardwalk

Q.       Identifying Lisa A. Brown as the CDBG Fair Housing Officer, Public Facilities Fund: Removal of Architectural Barriers to Accessibility at East Rio Grande Avenue and the Boardwalk

R.       Committing to the Competitive Contracting Procurement Process Pursuant to NJSA 40A:11-4.1 through 40A:11-4.5 for certain professional services, contingent upon an FY2025 Small Cities Grant award from the NJDCA to remove Architectural Barriers to Accessibility at East Rio Grande Avenue and the Boardwalk

S.       Authorizing the submission of a grant application and execute a grant agreement for the FY2025 NJDCA Local Recreation Improvement Grant Application for Improvements to the Byrne Community Center, Hut Park and Fox Park

T.       Approving Change Order No. 11 as submitted by Colliers Engineering & Design on behalf of Fred M. Schiavone Construction, Inc. re: Boardwalk Rehabilitation Phase III, IV & V for Final As-Built Quantities (decrease of $131,484.31 for a new contract amount of $6,168,205.13)

U.       Amending contract with Triad Associates for 2024 General Consulting Services (increase of $47,000.00 for a new total of $82,000.00)

V.       Authorizing cancellation of Capital Improvement Appropriations of Water Capital and Sewer Capital Fund

W.       Authorizing notice to professionals and Request for Qualifications and Proposals and advertising for Professional Services for various professionals

X.       Authorizing the City of Wildwood to enter into a Commodity Resale Agreement with the Borough of West Wildwood for Gasoline and Diesel Fuel for a term of five (5) years

Y.       Authorizing payment of bills in the amount of $     dated December 11, 2024

Z.       Authorizing filing of all reports and other data contained in this agenda

During regularly scheduled Board of Commissioners meeting. Remarks will be limited to five (5) minutes per person. City Clerk will be the keeper of time and advise speaker when time has expired. Each member of the public will be permitted to speak only once per meeting. Criticism of public employees will be directed to the Human Resources Department during work hours only.
